Child playing with toys after lights out

Sometimes kids will stay in their room and not come out but, instead, play with toys or books in their room. The best thing to do is to (temporarily) remove the stuff he gets into. If you typically go back in and tell him to stop, this extra attention could also be the cause; so I'd get the things out of his room and avoid going back in at all. You could also try using a morning reward for staying IN his bed. Tell him if he keeps his head on the bed once you leave the room, he'll get a surprise in the morning.
